Federal Decree-Law No. 31 of 2021 on the Issuance of the Crimes and Penalties Law came into force on 2 January 2022, replacing the earlier Federal Penal Code No. 3 of 1987. It is the cornerstone of the UAE's criminal justice system, setting out general principles of criminal liability, offence classifications, and the penalties - imprisonment, fines, confiscation and other measures - that attach to them. The reform modernized several areas of criminal law, including a dedicated framework for corporate criminal liability (holding a "legal person" liable for crimes committed by its representatives or agents) and updated provisions addressing cybercrime.دخل المرسوم بقانون اتحادي رقم 31 لسنة 2021 بشأن إصدار قانون الجرائم والعقوبات حيّز التنفيذ في 2 يناير 2022، ليحل محل قانون العقوبات الاتحادي رقم 3 لسنة 1987. يُعد هذا القانون حجر الأساس لنظام العدالة الجنائية في الإمارات، إذ يحدد المبادئ العامة للمسؤولية الجنائية وتصنيفات الجرائم والعقوبات المرتبطة بها - من حبس وغرامات ومصادرة وتدابير أخرى. أدخل هذا الإصلاح تحديثات على عدة مجالات من القانون الجنائي، منها إطار مخصص للمسؤولية الجنائية للشركات (تحميل "الشخص الاعتباري" مسؤولية الجرائم التي يرتكبها ممثلوه أو وكلاؤه) وأحكام محدّثة بشأن الجرائم الإلكترونية.
